ALAMEDA FAMILY SERVICES
Alameda Family Services is a non-profit agency providing comprehensive human services to youth, families and children in Alameda and Oakland. These services include counseling for youth and their families; homeless youth services; early childhood development and family services; drug and alcohol education and prevention programs; sliding scale fee counseling; social work case management services; school-based programs and a high school health clinic.

ALAMEDA EARLY CHILD DEVELOPMNET & FAMILY SUPPORT SERVICES
Through direct federal grant funding, Alameda Head Start/Early Head Start provides child development, comprehensive health, and family support services to qualifying pregnant women, children from birth to 5 and their families. Family Support Services also provides families with transitional support services through second grade, and encourages parent, family and community engagement, provide case management and facilitates access to resources and referrals. AFS offers a variety of programs, including both home-base and center-base options, designed to meet the diverse needs of low-income and at-risk families living in Alameda and the East Bay.

JOB SUMMARY
Under the supervision of the Family Support Services Coordinator, and with direction from the Site Supervisor, the Family Child Care Advocate (FCCA) will serve as a part-time classroom teacher for up to 20 preschool age children. The ECC Specialist is responsible for working in collaboration with a co-teacher in planning and implementing child development services and quality care for up to 20 children and provide additional support to children with developmental and behavioral concerns. The FCCA will be responsible for ensuring children on their caseload are up-to-date on recommended health and dental screenings, exams, and treatment.
In addition to part-time preschool teaching responsibilities, the FCCA will conduct a family needs assessment and provide case management services for up to 30 families and assist in providing resources and referrals during drop-in AFS Family Support Services Center.
The FCCA will a maintain an open, friendly and cooperative relationship with collaborative partnership staff and participating families in promoting positive parent-child-teacher relationships. Additionally, the FCCA will assist families in strengthening their knowledge of health, nutrition and child development; supporting school readiness, wellness and resiliency, and in developing an awareness of community resources.

ESSENTIAL JOB FUNCTIONS
Teaching Responsibilities:
Conduct site safety assessment to ensure that the entrance, classroom and play ground is safety and free from harmful materials and/or debris.
1. Assist co-teacher is setting up classroom and prepare materials for scheduled activities.
2. Welcome adults, discuss concerns and schedule follow-up.
3. Assist co-teacher in conducting Daily Health Check to ensure that children are well and able to participate in classroom and outdoor activities.
4. Ensure parents sign-in and complete all information required on the Daily Roster.
5. Co-lead classroom activities with teaching partner under the direction of the Site Supervisor.
6. Implement appropriate and child development program ensuring that classroom and child development activities are in keeping with the program’s curriculum and philosophy (Creative Curriculum, Anti-Bias Curriculum and Developmentally Appropriate Practices) and reflect and respect the individual development and diversity of the program’s children, families and staff.
7. Conduct and record child development observations, screening and assessments.
8. Contact parent’s when a child’s behavior is unsafe to self or others.
9. Conduct parent teacher conferences, home visits, and involve parents in classroom activities and encourage engagement in school readiness activities.
10. Work with local agencies to coordinate services for children, including children with disabilities and behavioral concerns.
11. Support ongoing attendance.
12. Monitor, take appropriate corrective action, and report any known or suspected health and safety concerns.
13. Conduct timely completion of requirements and paperwork, including but not limited to curriculum development; lesson plans; screenings, assessments and referrals; child-related goals and progress notes; children’s files; parent in-kind documentation; equipment and supply inventories.
14. Create, support and promote a team environment by encouraging and facilitating problem solving; accepting supervision and working closely with the coworkers.
15. Works with, contributes to, and serves as a member of a multi-disciplinary team which includes direct service staff, program management, coaches & consultants to ensure high-quality services and implementation of best practices.

Case Management Responsibilities:
16. On-site during pick-up and/or drop-off times to welcome and conduct informal check-in with parents and provide/schedule follow-up services as needed.
17. Conduct review of daily attendance rosters, and immediately contacts families when absence is unexpected.
18. Monitors compliance with health requirements and work with parents to ensure that each child is up-to-date with their immunizations and age appropriate EPSDT health requirements.
19. Input, edit and update attendance, family support services and health related information using Child Plus database and/or manual record-keeping systems.
20. With support from content area managers creates attendance and/or health action plans.
21. Facilitates internal and external referrals for children and adult family members when need is identified.
22. Participates in and/or attends advisory councils, conferences, staff meetings and staff development activities.
23. Maintain regular contact with parents through site and/or home visits as needed.
24. Obtains, monitors, and updates pertinent client health data including dental/medical requirements, nutrition and mental health services.
25. Assists in administering required health screenings for enrolled children in the Early Head Start Program and assists in conducting growths assessments for children enrolled in Head Start.
26. Explain and clarify program regulations and promote program objectives.
27. Work in coordination with community partners co-located at the Family Support Service Center.
28. Provide resources and referrals during drop-in hours.
29. Schedule appointments with parents and families on caseload.
30. Conduct timely Family Assessment and develop goals and action plans.
31. Provide case management services, and assist families with resources, referrals and accessing support services.
32. Conduct timely completion of all required paperwork, filing and data entry.
33. Reviews reports and edits data to ensure the accuracy of the information presented in the ChildPlus database.
34. Actively participate in program level and agency level case conferences and/or training opportunities.
35. Discuss concerns, answer questions and work to resolve conflicts in a positive manner to the benefit of the children, parents, staff, program and agency.
36. Assists PFCE Coordinator in organizing and conducting monthly site-based Parent Committee Meetings and events.
37. Actively participates in and presents at program level and agency level case conferences and/or trainings.
38. Follows all agency confidentiality policies and mandated child abuse reporting procedures.

KNOWLEDGE, SKILLS AND EXPERIENCE
1. Two-years of teaching experience with children 0-5 years of age and low-income families required.
2. Experience working with special needs children preferred.
3. Degree or certification in Family Development, Social Work or related field preferred.
4. Knowledge of and/or ability to access relevant community resources required.
5. Knowledge of Head Start regulations and second-language skills are desirable.
6. Home visiting experience preferred.
7. Able to organize and complete work assignments to meet established deadlines.
8. Effective verbal and written communication, flexibility, organization, and the ability to work well with others are essential.
9. Computer literate; data entry experience required.
10. Positive, professional and courteous work demeanor.
11. Ability and desire to work as part of a team in a culturally diverse environment.
12. Must participate in ongoing professional growth and development activities.
13. Must have California driver’s license and automobile insurance

PHYSICAL JOB DESCRIPTION:
1. Lifting and transporting files and other documents weighing up to 20 pounds may be encountered in performing essential functions.
2. The ability to hold, carry and/or assist children weighing up to 50 pounds is often required.

CONDITION OF EMPLOYMENT:
1. Community Care Licensing and Head Start Performance Standards require a background check
and clearance from the Federal Bureau of Investigation (FBI) and Department of Justice (DOJ)
background prior to employment
2. A Health Screening Report completed by a physician and current TB Test Results are required
prior to employment
