Dr. Elmer A. Bugg
Dr. Elmer A. Bugg joined Merritt College in August 2013 as the college’s Vice President of Instruction. He has more than 20 years of community college leadership experience in program development and leading change management initiatives. He joins Merritt College after serving as the Dean of Workforce Development and Corporate Relations for Los Angeles Southwest College (LASC). Before Southwest College, he served as Executive Director and CEO of the Contra Costa Community College District’s (CCCCD) Regional Training Institute (RTI). Before this, he was with the Santa Monica Community College District (SMCCD) where his tenure included serving in multiple roles: as a Professor of Management Studies, President of SMC’s Academic Senate, a member of the Executive Committee of the Academic Senate for the California Community Colleges, and as Assistant Dean of the Office of Workforce & Economic Development.
Dr. Bugg brings a demonstrated ability to build strong internal and external networks, to raise alternative revenue to support curriculum and program innovation and to develop, implement and assess strategic goals that respond to students, community and employer needs. He holds a Bachelor’s Degree in Business Administration and Economics and a Master’s Degree in Organizational Management from Antioch University. He also earned a Ph.D. in Education and Human Resource Studies, with a specialization in Community College Leadership from Colorado State University.
